Well, i was wondering if anyone knew of a good, free Photo Editor?

-My mom just got married and in one of her wedding pictures she wants her ring to appear its shinning. So i was thinking of adding like a sparkle to it so it appears to shine, but i can't find any Photo editor that provides that option. Thanks everyone!All of the following are FREE, my friend, though some of them may a bit difficult, initially, to get into.
